Indian applicants with school or university documents issued in India almost always need an APS certificate, with a few listed exemptions such as PhD study or an EU or German public-funds scholarship. For funds, the German missions in India show a blocked account of 11,904 EUR (992 EUR per month) or another accepted proof. Admission and visa decisions are not made by APS.
What do Indian students need for a Germany student visa, including APS and a blocked account?
Indian applicants with school or university documents issued in India almost always need an APS certificate, with a few listed exemptions such as PhD study or an EU or German public-funds scholarship. For funds, the German missions in India show a blocked account of 11,904 EUR (992 EUR per month) or another accepted proof. Admission and visa decisions are not made by APS.
For a German national student visa, the German missions in India ask for an APS certificate (the academic credential check run by the Science Section of the German Embassy in New Delhi) unless an exemption applies, a letter of admission, proof of funds, language proof, health insurance and the other items in the checklist below. As shown by the German missions in India (student visa page and checklist) in October 2026, the proof-of-funds route most students use is a blocked account (Sperrkonto) with 11,904 EUR and a blocking confirmation of no more than 992 EUR withdrawable per month. Confirm both figures on the official page before you pay anything.
Nothing here is an approval forecast. APS India says it does not decide on admission or on visas; the university decides admission and the competent German mission decides the visa. The German missions in India say that if you obtained your school leaving certificate in India, studied some semesters in India or hold Indian degrees, you almost always need an APS certificate to be admitted to a German university. The mission checklist (last updated September 2024) words it more strongly: always mandatory unless one of the listed exemptions applies. APS India itself says the certificate is generally required for the student visa procedure, and that what matters is whether your documents were issued by Indian institutions, not your nationality.
| Situation | What the official pages say | Source |
|---|---|---|
| Indian school-leaving certificate or Indian degree, applying for Bachelor, Master or preparatory college | APS certificate expected (described as 'almost always' or 'always mandatory' unless exempt) | German missions in India; APS India |
| PhD or postdoc in Germany | Listed as an exemption by the missions. APS India words it as: may not need APS if the German institution does not require it | German missions in India; APS India FAQ |
| Scholarship or stipend from German or EU public funds | Listed exemption (APS India: subject to the applicable exemption rules) | German missions in India; APS India FAQ |
| Non-Indian school certificate or degree (for example a British or US degree) | Listed exemption. You then upload a recognition of your school-leaving certificate (an anabin confirmation or a ZAB Statement of Comparability) | German missions in India |
| International school-leaving certificate such as the International Baccalaureate | Listed exemption | German missions in India; APS India FAQ |
| Only a German language course not aimed at university study | Not the student visa type; APS may not be required. The missions point to the language course visa instead | German missions in India; APS India FAQ |
APS India also publishes a dMAT requirement for selected Master's applicants in engineering, commerce and finance, and business and management fields. Its homepage says the next dMAT cycles are in mid-January and mid-March (relevant for winter semester 2027/28 Master intakes), that applicants in the affected fields may submit complete APS documents in advance, and that the certificate is issued only after the dMAT score report is submitted and checked. Read the APS dMAT page for your exact degree group.
The German missions in India list three ways to show secure livelihood: a blocked account, a formal obligation letter (Verpflichtungserklärung) from a sponsor residing in Germany, or proof of a German or EU scholarship or stipend. The same page mentions an education loan as additional proof if you have one. As shown by the missions' student page and checklist in October 2026, a blocked account must cover the first year, currently 11,904 EUR, with a blocking confirmation stating that no more than 992 EUR per month can be withdrawn. DAAD states 992 EUR per month as of 1 January 2025. Confirm on the official page before you transfer money.
| Proof of funds | What the official pages say | Watch for |
|---|---|---|
| Blocked account (Sperrkonto) | 11,904 EUR, blocking confirmation of 992 EUR per month (German missions in India; DAAD) | The Federal Foreign Office names no recommended provider and accepts no liability for provider payment failures. DAAD says banks charge between 70 and 150 EUR to set one up |
| Formal obligation letter (Verpflichtungserklärung) | Made by a sponsor residing in Germany in front of the local immigration office | It is an original document from Germany, so allow time for postage |
| German or EU scholarship or stipend | Accepted as proof of funds on the missions' page | A partial scholarship does not automatically cover the full amount; ask the mission what must be shown for the remainder |
| Private university or language course fees | Proof of the fee amount (for example an invoice) and proof you have paid the first-year fees or a substantial deposit | This is in addition to the funds proof, not a replacement |
The Federal Foreign Office page on blocked accounts explains that you name an account beneficiary (the mission before the visa is used, the foreigners authority after arrival), that only a limited amount can be withdrawn each month, and how the blocking notice is lifted if a visa is refused or not used. See study abroad costs and proof of funds for how this sits next to tuition and living costs in other countries, and use our tools to plan the budget.
The India student page (Consular Service Portal route) and the PDF checklist (last updated September 2024) differ slightly in layout, so follow whichever your appointment route uses and check both for changes.
As shown by the German missions in India in October 2026, the blocked account figure is 11,904 EUR for the first year with a 992 EUR monthly withdrawal limit. DAAD shows 992 EUR per month as of 1 January 2025 and gives the 70 to 150 EUR range for bank set-up fees. The Pakistan mission page, which the Foreign Office also publishes, says a 992 EUR monthly rate applies to visa applications from 1 January 2025. The India checklist PDF (last updated September 2024) shows 11,904 EUR and 992 EUR a month but gives no start date, so quote the figure shown on the page for your own mission.
One DAAD-run page (study-in-germany.de, requirements section) still said the minimum was currently 10,332 euros annually when we read it. That figure is older than the mission figure above, so do not rely on it. DAAD's finances page notes that tuition fees for non-EU students vary by German state (it gives 1,500 EUR per semester for Baden-Württemberg as one example) and that Bavarian institutions decide for themselves. For the APS fee, the visa fee and exchange-rate costs, we could not retrieve an amount from the pages we read, so check the APS India and mission pages directly.

No. The German missions in India list exemptions: PhD or postdoc study, a scholarship from German or EU public funds, a non-Indian school certificate or degree, and an international school-leaving certificate such as the International Baccalaureate. If you were educated in India and none apply, the missions say you almost always need one. Confirm your case on the mission and APS pages.
No. APS India says it verifies academic documents only. It does not issue visas, does not decide on visa applications and does not replace the admission decision of a German university or uni-assist. Those decisions rest with the mission and the institution.
As shown by the German missions in India in October 2026, 11,904 EUR for the first year, with a blocking confirmation of no more than 992 EUR withdrawable per month. DAAD shows 992 EUR per month as of 1 January 2025. Confirm on the official page, because the missions can ask for more in particular cases.
Yes. The missions list a formal obligation letter from a sponsor residing in Germany, or proof of a German or EU scholarship or stipend, as alternatives. A sponsor makes the declaration before the local immigration office in Germany. Check with the mission how a partial scholarship or a loan is treated.
APS India says TestAS is currently not mandatory for APS and that it sets no German or English level for the APS verification itself. Language requirements come from the university and the visa section. The missions list the required language level and recognised tests, and say Duolingo and PTE are not recognised.
APS India says it cannot give a fixed processing time because it depends on application volume and on how quickly institutions respond. The missions' September 2024 checklist says the visa takes six to eight weeks because files go to the competent foreigners authorities in Germany. Check the live pages for current timing.
The Federal Foreign Office says a rejection notice is enough to lift the blocking notice if your visa is refused. If you did not apply, withdrew, did not use the visa or left before getting a residence permit, the mission can issue a consular certificate for lifting the block. Bank fees and provider terms are matters between you and the provider.
No. We provide information and document-preparation support only. You create your own APS account and visa process, and decisions rest with APS India, the university and the German mission. We do not guarantee outcomes.
